The ballast resistor is designed to work with a 1.5 ohm coil. If you have a 3 ohm coil in there, along with a resistor, that's too much resistance.
Also, the resistors can get old and dirty and lower the voltage even more.
If you have a 1.5 ohm coil I'd suggest replacing the ballast resistor.

Chris is right. There are tubes of anti-squeal compound. They look like toothpaste. You remove the pad, put a bead on the side of the pad that's away from the rotor, let it set up, re-insatall the pad.
